This is going to be a nasty document - specifically under skills. I have a blog post that I want to write about possible anti-competitive behaviour from the larger listed entities (banks, insurance companies etc). My story won't be empirical but I find it interesting that you can put these targets under skills development. This is not about skills spend on external people, this is about internal skills development at different levels of management. The only reason why those large companies would have agreed to this is because they can achieve the targets. If anyone can send me an EEA4 from one of those organisations I can write a story to that effect. I can assure you the institution in question won't be mentioned.
