Water affairs issues water licences not DAFF

Water use licensing is undertaken by DWA. The current demise of DWA is not unlike that of DAFF though....but it is a different minister....

It seems that I am a little too hasty to blame incompetent ministers on everything, Tina gets a reprieve.  I've made changes to the original post.
