The answer is quite simple. Code series 000, Statement 003 (Guidelines for Developing and Gazetting of Transformation Charters and Sector Codes) which has not been removed from Rob's latest foray into ridiculousness, say in paragraph 4.3 that A Sector Code enjoys equal status with that of any other Code.
In other words, if these codes go through then they will not have an impact on the current codes because they all enjoy equal status. But there may be problems from a reference perspective. Take for instance the Construction Charter which refers to gazette 29617 (the current codes) on occasion. Under enterprise development the construction code has this to say
A new generic code will have a new gazette number and as such the annexures that are referred to in this code would no longer be relevant. This would seriously hamper interpretations when it came to most of the existing charters. If Rob is going to fix this problem he is going to have to re-draft all of the codes that were gazetted under section 9(1) and put them out for comment. If he doesn't do this then the charters carry on banging away as they are but in a half-baked way.
I wonder of Rob considered the amount of work that he has set for himself. Everything has to be redrafted including the bizarre BEE verification guide. Every verification agency will need to be re-accredited for the new codes et cetera.
