I must confess that I don't agree with the comment about wisdom, not one little bit! No! No! When one goes out to tender a wise purchaser specifies comprehensive specifications for delivery, and part of the payment is held back until satisfied, plus penalties for defects, such as eroded bridges. Wise purchasing does not vaguely threaten a business association "you must commit da di da" - it does the tender process properly, and if the delivery it not up to scratch then there's a legal contract ensuring that the vendor is seriously penalised!
