Strangely enough I do agree with some of the sentiments contained in this paragraph. It is very likely that the only part of the new codes that make any sense will be the ED and procurement aspect. Knowing Rob (who really should be fired now) he'll probably deduct points if you don't spend in excess of 50% of your total procurement with ED beneficiaries.
What is the most interesting about this quote is the terminology viz, "supplier development". This suggests that the BBC (in the shape and form of Zungrabber) were very instrumental in the drafting of the codes to be. You'll notice the sheer pissed-offness in the statement about employment equity and compliance. You can now see why the BBC wants black businesses to be at level 1 at the outset. They are absolving themselves of any responsibility to build the economy and develop skills etc. White people - black businesses are willing to hire you, negotiate well.
