My only comment is that if the shares were freely traded, then there would be no certainty that the shares were to be held by black people which would knock their charter and score-card rankings.

There is also a question that many of these share schemes would trade at deep discounts by their funded nature.

I think the JSE is courting absolute chaos if they start trying to vet how black somebody is.
