I blogged about the Presidential Black Business Working Group wanting stronger laws to enforce the implementation of BEE. The Business Report carried an article yesterday about this. It would seem that the DTI wants "wants more legislative clarity to deal with fronting of companies by black people."
I figured that you could only deal with things like fronting because you can't enforce transformation. So if you criminalise fronting we might see it being curtailed. I also think we need to start recognising the B-BBEE contributions of all companies and not limiting empowerment to ownership - as ESKOM is known to practice. If you continue in this narrow-based fashion then fronting will continue.
